dominant role in setting the strategy for national security of many countries of the world. Thereby, other non-military threats had often been ignored. Now world leaders dream of a peaceful and Just world order. The dominant concern of the early modern state and its principal item of expending related to manipulation of resources in pursuit of power, chiefly by means of war with other emerging states seem to be diminishing.

The non-military aspects of security are being considered with emphasis on economic growth by the most of the countries of the world now a day. 5 The network to global interdependence established by market exchange provide conditions under which a peaceful concert of nation-state can thrive. War will no longer be required because the global market provides a means of removing the causes of war-scarcity of economic resources. [3] 6. Bangladesh is stepping into a period of great promise but also into greater uncertainty with our increasing aid dependency.

Not all security risks are immediate and military in nature. Troubling uncertainty exists but no clear threat remains. Transitional phenomenon such as terrorism, drug trafficking, environmental degradation, natural resources depletion, rapid population growth etc have security implications for both present and long term policy. Thus a comprehensive security option is the need of the day for the national security. 7. An exclusive military strategic approach to the study of national security is not only narrow but also misleading.

A third world country like Bangladesh today is more susceptible to the non-military threats than that of the military threats. In addition, the new threats cannot be coped up militarily. Bangladesh is crippled with lots of internal non-military threats from political, social and economical perspectives. Thus non-military security issues have posed a major problem for the policy makers and administrator of the country. 8. We appear to be moving into an era in which economic dimensions loom increasingly large in security issues. 4] In present days-economic prosperity and the hope of sustained economic development are regarded as the best recipe for stable governments almost all over the world. It is the time for Bangladesh to study the recipe of economic growth with greater importance besides other measures to ensure national security. On this pretext an effort has been made in this paper to discuss the insecurities of Bangladesh in order to study the feasibility of ‘economic development’ as a strategy for national security of Bangladesh and also make commendations at the end. AIM 9.

The aim of this paper is to study the feasibility of ‘economic development’ as a strategy for national security of Bangladesh with a view to making recommendations. In depth study is not within the purview of this paper. However, for the logical progression and understanding, concept of security has been touched upon in brief in the proceeding paragraphs. 1 1 . A Driving Force. The existence of insecurity is one of the prime driving forces behind the desire of individuals to form collective unit such as state in order to remote values and activities that make them feel more secure. 5] Security has different dimensions like individual security, state security and international security. State security is sum total of individual security. State security depends on international security as well. 12. Contested Concept. The character of security as an essentially contested concept defies the pursuit of an agreed general definition. However, for this paper a simple definition has been considered which defines, “Security, is the protection and preservation of the minimum core values of any nation: political independence and arterial integrity “. 6] In most fundamental sense, to be secure means, to feel free from threats, anxiety or danger. In this context, a state believed itself secure who it felt nothing adverse could be done to it by other states or by other non-state actors. Security is an intensely political concept. The concept of security encompasses several important contradictions including that between defense and security, that between individual security and national security, that between national and international security and that between violent and non-violent means and peaceful ends. 13. Increase/Decrease of Security.

One can increase security at the expense of that of the others, which makes the others feel less secure. In its extreme form it is seen as a zero-sum game, where a constant amount of security has to be distributed between the two states and there is a constant battle for a greater share. 14. Overlaps Concept of Power. Concept of security overlaps the concept of power. An undefined notion of national security offers scope for power-maximizing strategy to political and military elite. Power may become the essence of security in situation of intense confrontation and conflict.
