Why there are two sides is because if this ordinance were enacted to law, six businesses would be forced to relocate or cease doing business. I think the most ethical and socially responsible thing to do in this situation, would be to enforce the ordinance of requiring all sales of alcoholic beverages take place no closer than two city blocks.
