    2. Using the non-participant observation method, collecting data and analyzing qualitative information from journal, books, magazine and other online materials, this paper is to conduct analysis about the need of environmental policy in the oil business.
    3. In addition, the paper aims at formulating and suggesting the environmental policy that takes into account environment management and energy sources.
  1. Research Question

Oil has become a significant part in our lives since we use the oil for generating machine in plants, to move our vehicles, and to cook our meal in the kitchen. Although, in the past several decades we face issues of global warming, fossil fuels are still human race’s greatest energy source.

However, the oil production is not as simple as we use it. Often, over the course of oil exploration and production, we encounter phenomena that influence our environment severely due to tankers that bring the crude oil move from one place to another become sink so that the oil they bring spill onto the ocean.

Concerning the environmental impacts of the process in the oil business, therefore the research statement or question is

“As environmental pollution in oil business is still high, what kind of preventive and responsive actions of environmental policy that help the oil industry to prevent negative impact on environment?”

I choose this research question since it could be completely different from others that may focus only on the environmental impacts of one of some parts in oil business. Instead of discussing the partial discussion, I decide to discuss the larger scale of environmental impacts of oil business in order to favor me in providing the complete discussion and recommendation on suitable environmental policy in oil business.

For this reason, in the literature review, I present comprehensive process of oil business and point out which process has potent to damage the environment. The sentence in literature review includes “prior to the distribution of gasoline in millions of retails sites throughout the world, there are some process from oil exploration to refinery processes. Often in the delivery of crude oil to refineries, there are some occurrences like oil spilling that is severely damaging the environment.”

  • Methodology

In general, there are two approaches to research: Qualitative and Quantitative. Qualitative approaches are research that is carried out through interviews and observations. This kind of research enables a researcher to investigate in little more detail on the individual perceptions of a phenomenon. Since the research deals with the personal, therefore, such an investigation is limited in its scope.

Moreover, observation becomes an important technique for collecting data concerning what occurs in a real-life situation. This method also helps us to reach an understanding about the perceptions of those who are being studied, in that situation. To be specific, we employ non-participant observation method especially by analyzing qualitative information from journals, books, magazines and many more.

In addition, the data retrieval was performed through indirect approach, which means that the information obtained is secondary in nature. The data used within this study is generated from direct observation performed by a member of the organization which we are about to discuss. This approach is appropriate because a direct observation would provide a more detail and more accurate information about the object of study.

The most important of conducting observation is it provides researchers with an understanding about the perceptions about things or people we observe. However, since observation deals with someone’s perception, we plan to avoid preconceptions since it would provide this research with some bias.

In addition, to provide comprehension, I will do some researches in my company using the data and observation of the working environment. In this situation, I will employ various sources including electronics journals and surceases investigations and books that relate to the topics of discussion in oil business.

  1. Literature Review

IV.1    Importance and Perils of Fuels Energy

The growing economy in most countries worldwide has driven the increased consumption of energy and oil in particular. In turn, the increasing demand will influence the price of the natural resources as suggested by the law of demand and supply under special condition.

Oil has become a significant part in our lives since we use the oil for generating machine in plants, to move our vehicles, and to cook our meal in the kitchen. Although, in the past several decades we face issues of global warming, fossil fuels are still human race’s greatest energy source.

Despite issues of global warming and further environmental hazards, fossil fuels are still human race’s greatest energy source. They generate our electricity, fill our vehicle’s fuel tanks, give us heat and for a lot of people, give them jobs as well.

Prior to the distribution of gasoline in millions of retails sites throughout the world, there are some processes from oil exploration to refinery processes. Often in the delivery of crude oil to refineries, there are some occurrences like oil spilling that is severely damaging the environment.

Under such circumstances, this paper will discuss the matter from the ‘prevention’ and ‘response’ perspective including the elaboration on the technical aspects of Risk Management Plan for the cleanup operations of oil and other chemical spills. First, we will elaborate existing choices of methods in cleanup operations, along with their technical benefits and constraints. Afterwards, we will describe a suggested outline of a cleanup operation RMP.

Prevention is still the focus of today’s national efforts to avoid repetition of the occurrence of oil spilling tragedy. However, despite government tireless efforts of preventing such incident, thousands of oil and chemical spills are still reported annually. The Environmental Protection Agency (EPA) has obligated chemical-related businesses to update and report their Risk Management Plan (RMP) every 5 years, to ensure sufficiency of corporate prevention efforts and responses strategy toward chemical spills (RMP’, n.d). Nevertheless, because the RMP consist only of facilities and transports safety measures, it is still categorized as a prevention effort.

IV.2    Risk Management Plan

In simple terms, risk management is the process of assessing and measuring risks, to be able to develop strategies to manage the risks (‘Risk Management’, 2006). Therefore, a Risk Management Plan should consist of all the results of all risk measurement activities, as well as all the outcome of strategy development programs. A complete RMP will provide government bodies with a tool to understand how a corporation prepares it towards facing existing risks.   A proper cleanup RMP should consist of:

  • History of accidents and cleanup efforts

It is necessary to include information on what types of problems are ‘common’ inside every method and how the company would responds to them. The elaboration would be evidence that the company had learned from experiences of all cleanup operations.

  • Worst-case scenarios analysis for each choices if cleanup methods

It includes analysis on possible problems incase the safety measurements within the methods failed. For example, in the use of chemical solvents, what would happen if the chemical agents escape the booms into the ocean? Another example, in the use of dispersants, what would happen if different types of dispersants are used, would it be better or worse for the environment?

  • Prevention programs for each case defined in the worst case scenarios

Afterwards, the plan should specify corporate efforts to prevent such a scenario from occurring. The plan should also discuss the method to reduce the involved risks. For example, in the use of dispersants, we must elaborate the specifications of conditions resulted by our dispersants and how we manage to reduce the environmental hazard of the chemical.

  • Alternative strategies of responses to possible occurrences of incidents within the worst case scenario

In case the worst happens, the company must have prepared strategies in dealing with those cases. The strategy must include coordination with government bodies and other emergency response centers.

  1. Limitation

The method does not involve direct interviews which will slightly reduce objectivity and the accuracy of information. We are retrieving more reliable data from experts’ analysis, journals and various publications from available media. Using the data resources above, we are hoping to present an independent and objective analysis toward the contemporary issue.

  1. Implications for Policy and Practice

Discussion of my paper focuses on comprehensive impacts of environmental damages caused by oil business from the exploration until the use of fossil fuel in automobiles. Therefore, my research will have many implications over the process and the use of oil/fossil fuel.

In order to give direct impacts on the formulation of environmental policy in the oil business, my paper will take into account environment management and energy sources and the discussion on enforcement of environmental policy, and the impact of fuel energy to the environment and the related human and working area.

In addition, my research also takes into account and influences previous research on environmental issues from the perspective of theories, policy and practice. Therefore, my research will be a comprehensive one.

VIII.   Conclusion

At the end of the discussion, we will present several findings on pollution caused by oil business, existing environmental policy, and expected policy that is needed in order to protect the environment.
