Management plan

Basically, hurricanes have severely affected Virginia in the past causing many deaths and immense destruction to property. With the utilization of available data on meteorological sites on areas which have been adversely affected by hurricanes; the disaster management team can use this information to plan for the calamity. This will ensure efficient resource allocation since the levels of disaster susceptibility in any region will be known and adequately planned for. In this case, data from meteorological department will help in monitoring hurricane occurrence and thus help in timely action.

...urrence of hurricanes will ensure people are fully informed on the disaster and the necessarily resources mobilized in time (Erickson, 2006). On the other hand, the disaster management team should ensure that all potential risks are thoroughly monitored. On these grounds, any conclusion or action plan should only come after the risk assessment. It should be noted that, all risks deserve optimum attention so as to sufficiently plan on their management.

On the aspect of earthquakes, data from council of the national seismic system shows that only two areas are susceptible to earthquakes. This is specifically areas along the James River and the New River. Having this in mind, for effective and efficient preparedness on earthquakes these two regions should be focused. In this scenario, people need to be dislocated from this danger zones to safer locations (Landoll, 2005). For instance, assessment on the magnitudes of earthquakes in Virginia on the information given by meteorological experts will help plan on sustainable infrastructure.

In this case, the information from the meteorological department will help highlight vulnerable areas and thus timely precautions on evacuation taken. Fortunately, the chances of deaths and destruction of property will be reduced. On the other hand, assessment on terrorism will provide credible information on the vulnerable zones. This will help establish adequate intelligence service to counter any terrorist attacks. For instance, vulnerable zones like the borders will require the establishment of tight boundary security and strict immigration regulations (Landoll, 2005).

It should be recommended that, thorough assessment on human induced risks be carried on. In this aspect, risks like train wrecks, mine explosions, fires, and ship wrecks which have in the past caused great damages in Virginia should be accorded sufficient attention. A point of consideration is that, most of these human induced disasters are preventable if past mistakes are corrected and effective measures put in place. For instance, train wrecks have in the past be very persisted and this has been attributed to poor maintenance of the locomotives and the railway line.

Further, keen analysis of most of the human caused disasters in the past can provide viable information on how to mitigate them (Erickson, 2006). In accordance with the ASIS disaster management, an efficient incident command system should be established in Virginia. This should be composed of experts from different fields who will oversee the disaster management plan. In this regard, personnel from Virginia meteorological department, homeland security, national planning, and private sector among other sectors should be incorporated in the ICS.

Based on this case, the ICS should be given full mandate and authority to deal with any incident within its jurisdiction. The structure of the ICS should be very clear to avoid any conflict among the staff; whereby issuance of orders and directives should be well outlined. Perhaps, each individual should be assigned to a definite supervisor where he/ she reports; this will boost responsibility and help in the harmonization of operations (Jones, 2006). The Incident Command System in Virginia should be structured in a way that it best fits the handling of the above discussed disasters.

In this case, only relevant professionals from the different government and private sector should be incorporated. On this basis, different incidents require varied structures of command system depending on the disaster. It should be considered that a vertical fashion with the necessary powers and positions should be established first. Importantly, the establishment of an efficient chain of command will ensure timely delegation of duties and accountability among the staff.

In particular, all individuals should be involved in ensuring that categorization and prioritization of incidents as well as allocation of resources is properly administered (Jones, 2006). Conclusion After keenly reviewing most of the technological and natural disasters in Virginia, it’s quite evident that urgent measures are required. On this basis, the ASIS disaster management plan should be fully adopted in ensuring maximum disaster preparedness.

There is also the need to adequately utilize information regarding risk assessment and the incorporation of the Incident Command System in the process of planning and managing disasters in Virginia.
