Human Resources Business Process and Management Issues.

Seven issues are easily discernible from Riordan Manufacturing. These are: a) Current systems consist of manual documentation, manual integration of HR administration processes and paper forms; b) Payroll clerks manually input employee data and keep time; c) Software system has aged since its installation in 1992; d) HR manager maintains employee personnel files and documents within the department; e) Centralized data file center is non-existent; f) Search and retrieval of employee data has a lag time; and g) Time-keeping payroll systems are located in separate plant. Several semi-manual processes complement Riordan Manufacturing’s software for human resources, the 1992 HRIS system.

These are: a) layered submission of data changes from employee to manager and manager to corporate payroll clerk via paper forms (Apollo Group, Inc., “HRIS System,” 2004) from Pontiac, MI, Albany, GA and the corporate headquarters in San Jose for some 550 employees (Apollo Group, Inc., “Riordan Manufacturing,” 2006; “Job Titles and Locations,” 2004); b) Maintenance of Excel worksheets for training and development, recruitment, and compensations; c) Maintenance of paper records and forms for HR employee data changes, résumés, employee files and absences, and complaints and grievances; and d) Third party outsourcing of worker’s compensation management (Apollo Group, Inc., “HRIS System,” 2004). Essentially, the 1992 HRIS system does not integrate data from the company’s separate locations where data are manifested in the form of Excel files and paper forms. Data transfer from one location to another and data consolidation from several locations result to lag times.

HR Business Process and Management Solutions.

The SAP implementation will include the following solutions: a) Electronic employee data system will be centralized in San Jose; b) Manual forms will be converted into eForms that can be printed as needed and with uniform format; c) 1992 system will be replaced for savings in terms of system administration costs; d) Employee data access will be made in real time for searches, retrievals and reports; e) Time card system will be centralized; e) Central data filing system will have a single repository; and f) Historical documents will be scanned into the system using Optical Character Recognition (OCR). With the SAP replacement, where electronic data is centralized in Riordan Manufacturing’s corporate headquarters in San Jose, system administration costs could be realized in terms of: a) manpower savings; b) lesser records maintenance costs; c) faster records processing enabling greater man hours for more productive uses; and d) more efficient use of strategic HR information.

Manpower-wise, two database analysts, three programmers/ analysts, and one network analyst (Apollo Group, Inc., “Organizational Chart,” 2004) could be eliminated from the SAP implementation. Physical storage areas, filing cabinets and Excel worksheet files could be concentrated in one location for easier maintenance, greater HR data security, and lesser records maintenance activities (Apollo Group, Inc., “HRIS System,” 2004). Centralized data processing, centralized and uniform data gathering and filing through the eForms and centralized storage of all HR paper documents through the scanned images could enable quicker gathering and processing of information for strategic management purposes relating to HR functions and requirements.

The SAP implementation also has other benefits that improve the efficiency, effectiveness and productivity of the workforce aside from providing information on HR information locally and globally. For instance, the company can track and analyze employee information from both active and historical data, former employees, and even applicants. More so, employees can do their own updates thereby enabling the HR department to focus on strategic employee management; knowledge development with career growth, professional training, and career development; and fairness and equality. Legal Business Process and Management Issues.

The Legal aspect of the company has these issues: a) Company legal representatives are in domestic location only and there are no international offices; b) Riordan Manufacturing pays law firm, Litteral and Finkel, unused retainer amounts that are not carried forward; c) Chief Legal Counsel, Mr. Lowell Bradford, has no back up (University of Phoenix, 2005).

Legal Business Process and Management Solutions.

The following solutions are highly recommended: a) Negotiate with Litteral and Finkel to establish an international office in China where Riordan Manufacturing’s other plant is located; b) Request L&F to specialize in regional laws within and around China; c) Re-negotiate with L&F that the retainer dollars model should be changed to actual billed hours. Anyway, Riordan Manufacturing and L&F already had a long-term and close business relationship even when Mr. Riordan’s cousin and L&F law firm partner has died eight years ago; d) Promote and train the administrative assistant to become a paralegal and assistant to Mr. Bradford as back up; and e) Modify the legal organizational chart and add an additional role due to the complexity and volume of legal work (University of Phoenix, 2005).
