Even changes in tax rates have to be encoded manually within six to eight months which causes soldiers to file incorrect tax returns. The system could handle mass updates such as the situation needed after 150,000 reserves were called to duty after 9/11 but the entitled additional pays were not always straightforward and these updates were only valid for 30 days and had to be re-updated periodically.

            The new system called Defense Integrated Military Human Resources System (DIMHRS) is being prepared to lessen the margin of error caused by manual input.  It also seeks to replace the present 79 different legacy systems with a simpler and unified system.
