Critics of the network neutrality consist of various internet companies, as well as huge industries involved in telecommunications service.

These entities do not want this neutrality in the network to be enforced since that would affect their primary interests as business enterprises gaining from internet services. On the other hand, proponents of the plan are claiming that these telecommunication companies are only seeking their own vested interests of profiting more on the services instead of focusing on the demand for better service. Likewise, they believed that this network neutrality is just one manifestation of a true freedom that should be preserved.

They have stated that the internet was originally made to be free from any control from external systems or within the system. Furthermore, rules that enforced such principles should be present to ensure that internet is being used to its original purpose. On the other hand, opponents of the neutrality rule would only hinder the growth of companies and possible upgrades to more sophisticated systems since such rule would diminish their capabilities to invest in advanced technologies.

Other opinions stated that implementation of the said rule will not bring any good for everybody, and at the end, no significant things will be expected. They said that the question on limiting access to the contents in the web should not be a problem and the service quality not be affected by imposing such constraints. In the year 2007, United States concerned agency recommended restraints as far as the new policies suggested by the proponents of the network neutrality.

The commission mentioned that the broadband system is still an emerging industry, and no caution should be given immediate action unless significant failures on services are committed. They appreciate the rules that are being offered by the supporters of the network neutrality but they affirmed that these suggestions are still too early to call. This concern reached the United States legislative body, tackling the statements made by the agency. The commission was questioned on what implications their conclusions will bring to the general public
